本簡報回顧臺灣國家皮庫自2015年八仙塵爆事件後的建置歷程與實務成果。該事件造成近500名年輕人燒傷,暴露出我國在大規模災難下,大體皮膚儲備明顯不足的結構性問題。為強化災難應變能力,衛福部推動設立「國家型皮膚保存庫」,以三軍總醫院1985年創立之皮膚庫為基礎,逐步發展為結合全國合作醫院的專業組織,並於2019年正式獲准設立為「臺灣國家皮庫」。
目前皮庫具備完善人力、無菌處理空間與低溫儲存設備,並導入標準化流程進行皮膚摘取、檢驗、滅菌、保存與配送作業。操作中採用創新技術,如皮下注射膨脹液與MEEK微移植,以提升移植成效與病患預後,同時透過全國性教育訓練,強化技術與作業一致性。
2024年底,皮庫完成「人體組織保存庫良好組織作業準則(GTP)」申請,並於2025年初獲衛福部核准,確認作業流程符合法規,成為品質與法規遵循的重要里程碑,亦為申請國際認證(如AATB)奠定基礎。
統計顯示,皮庫入出庫面積穩定成長,細菌陽性率逐年下降,展現高度穩定與安全性。皮庫亦強化與器官捐贈中心及全國醫療機構協作,提升緊急支援能力。
展望未來,皮庫將持續推動SOP制度化、申請國際認證、建立品質稽核制度、強化人才培育與拓展捐贈來源,期成為亞太地區災難醫療與燒傷治療的重要資源平台。
This presentation reviews the development and operational achievements of the Taiwan National Skin Bank following the 2015 Formosa Fun Coast dust explosion. The incident resulted in nearly 500 young individuals suffering from severe burns and revealed a structural deficiency in Taiwan’s cadaveric skin reserves during large-scale disasters. To enhance disaster response capabilities, the Ministry of Health and Welfare initiated the establishment of a national skin preservation bank. Based on the skin bank founded at Tri-Service General Hospital in 1985, it gradually evolved into a professional organization in collaboration with hospitals nationwide and was officially approved in 2019 as the “Taiwan National Skin Bank.”
Currently, the bank is equipped with a complete personnel system, sterile processing facilities, and low-temperature storage equipment. Standardized procedures have been implemented for skin harvesting, testing, sterilization, preservation, and distribution. Innovative techniques such as subcutaneous expansion fluid injection and MEEK micrografting are utilized to improve graft outcomes and patient recovery. In parallel, nationwide training programs have been conducted to enhance technical skills and operational consistency.
At the end of 2024, the skin bank completed its application for Good Tissue Practice (GTP) certification and received official approval from the Ministry of Health and Welfare in early 2025. This marked a significant milestone in regulatory compliance and quality assurance, and laid the groundwork for future international accreditation, such as with the American Association of Tissue Banks (AATB).
Statistics show steady growth in skin intake and distribution volumes, along with a consistent decline in bacterial positivity rates—demonstrating high operational stability and safety. The bank has also strengthened collaboration with the organ donation registry and medical institutions nationwide to enhance emergency response capabilities.
Looking ahead, the Taiwan National Skin Bank will continue advancing SOP institutionalization, pursuing international accreditation, establishing internal quality audit systems, developing professional talent, and expanding donor sources. Its long-term goal is to become a key medical resource platform for disaster and burn care in the Asia-Pacific region
